Localization Support for Open Time Email

There is currently no easy way to manage localization of open time emails. Rendering recommendations/catalog elements in different languages/currencies requires separate datasets or inefficient catalog designs along with multiple open time email blocks (one per locale)
It would be extremely useful to enable localized recommendations in open time email by recognizing the locale of a user based on a user attribute, or based on a parameter passed in the open time email call.
