More graceful standardized governor limit violations

Customization & App Building

The User Experience when Governor Limits are exceeded in a given session (e.g. exceeding CPU limits, SOQL queries, DML rows, single email limits etc.) is pretty poor and doesn't allow admins to be aware that this is happening. The idea is to:
  1. For interactive cases, provide a more user-friendly "Error" page that gets presented if a limit gets exceeded (rather than showing the current page frame and an exception message which is really ugly). This could be similar to the Salesforce 404 page
  2. Allow configuration of which limit violations should automatically generate emails to administrators for the org, containing detail about the limit, the page/API/code (or at least the package for the code) being executed when the limit was exceeded
