Event Monitoring for all calls that contribute to the 24 hour API request limit

Event Monitoring

Create an Event Monitoring file type that exposes all the API calls that contribute towards the 24 hour rolling API request limit.

Right now that information is split over several file/event types, such as: API, Bulk API, Metadata API Operation, REST API.

This would allow an admin/developer to run a single query to get all the calls that contributed to the limit.

The existing "API Usage last 7 days" report isn't sufficent for this task as it only captures SOAP API usage, but not the REST API or Bulk API (according to the docs)
