Allow Quick Actions to be Targets in Lightning Web Component Metadata

Currently, you have to encapsulate a Lightning Web Component inside of an Aura Component to show the LWC inside a Quick Action. Ideally, the extra step wouldn't exist, and the Custom Action would be able to contain any Lightning Web Component.

    Hi everyone, quick update here. I am excited to announce that our Spring '21 Pilot for customer-created Lightning Web Component (LWC) Quick Actions is now live and taking nominations for participants!

    Summary:
    In Spring '21, we will have a Pilot for customers (admins, developers & ISVs) to create their own LWC custom quick actions programmatically. Customers (admins, developers, ISVs) will be able to use their newly created custom LWC quick actions in Developer, Sandbox and Production orgs, if they meet criteria from the product team, aka myself.

    Feature Highlights:
    - Ability to create an LWC custom quick action in code.
    - Ability to configure an LWC custom quick action for Record Pages, fully compatible with Dynamic Actions capability
