Add support for HTTP PATCH verb

As integrations with RESTful APIs become more common, it seems that Salesforce is trailing behind a bit in supporting some of the newer options out there. We recently had need to integrate with a 3rd party system and the endpoint required that the PATCH method be used for some calls. We soon discovered that you cannot define the method for an HttpRequest as "PATCH" (System.CalloutException: Invalid HTTP method: PATCH).

Please update the underlying framework to allow for newer verbs.

    With the Winter '21 release, develoers will have the ability to use the PATCH menthod for Apex Callouts. To learn more, please see: https://releasenotes.docs.salesforce.com/en-us/winter21/release-notes/rn_apex_callouts_patch.htm.
