Provide a way in debug logs to measure CPU time use of packages and declarative

Development (Apex, LWC & VF)

CPU timeout error messages are today attributed to whatever code happens to be unlucky enough to be running when the limit is exceeded. This leads to massive confusion and a blame game - it's impossible today to know how much CPU time is being consumed by various functions on the platform.
There is a desperate need to extend the debug log system to show how much CPU time is being consumed by each package, and by each declarative element (workflows, processes, flows), and by database operations (and don't tell me that database operations don't count against CPU time - some of them obviously do).
This has been needed for years, and the situation is getting more and more desperate for customers and ISV partners alike.
