Add ability to create list views for People tab (Classic/Lightning Experience)

Global Search - Desktop

In classic, the People tab shows "All people" (but does not actually include inactive users, which is fine)

In lightning experience, the People tab shows "Recently views" (which includes inactive users)

To provide users with consistent experience, we would like the ability to create custom views so that
we can moderate the results. (please do not remove the search/filter abiility)
