CPQ Drag & Drop Ability on Line Items

Currently in Lightning/SF CPQ (former Steelbrick CPQ), the user cannot have both the "large quote experience" (where an excessive number of quote lines can be imported) AND the ability to drag/drop/rearrange line items in QLE/CPQ. We've been told we can only have one or the other. 

We desperately need both and cannot sacrifie one for the other. For example, if you spend 30 min's building out quote lines and discover you need to rearrange those lines and move Line 20 to Line 1, you can't. You either are forced to present a quote to a client with a nonsensical order of lines or you start over from scratch. 

So one of two possibilities could satisfy users:
1) Drag & Drop ability of the lines, no matter if those need to be moved up or down and that must also work when the user has custom groupings set up.
2) And/Or, user has the ability to manually change the number on the line/row from the default to the line number where they want to see that move to. For example: If the user wants Line #30 to become Line #2, they can edit over "30", change that to "2" and then the line either automatically moves or does so by hitting "calculate". Whatever Line #2 was previously would NOT be replaced, but instead, drop down to Line #3.
