FSL Admin should have the ability to create Skills from FSL Admin App

Work Management

Most of the organisations keep upgrading their products due to ongoing digital personalize customer demand hence required to update the skills for those products and its level in the Field Service Lightning app based on the new product dynamics hence Engineer OR Technician OR Service resource needs to be updated with those new skills. Skill is the critical component of FSL and needs to be updated by FSL Admin instead of System Administrator so that time to time FSL Admin can add those bespoke skills.
