Great news, the ability to create Custom Objects is now GA for all desktop users in both the new Outlook integration (GA as of Winter '19) and Gmail integration (GA as of Spring '19). Winter '19 release notes for the Outlook integration and Spring '19 release notes for the Gmail integration detail the new integrations, and this help article for Gmail users shows you how to move to the new integration with Inbox. From there, admins can configure the side panel via the Lightning AppBuilder to give users access to create standard objects as well as any custom objects they choose!
