Universal Variable Tags

Allow all variable tags to be used across the system.  There really shouldnt be variable tags that can only be used in Emails, but not in Dynamic Content (particularly when Dynamic Content can appear in emails).

For instance, assigned_user.name and prospect_account.name should be available across the board.  They currently are not.

This can help us improve personalization and content across the entire marketing ecosystem.
