Parameter in automation rules for "is changed"

Now that we have the repeat functionality for automation rules, simply having field-based criteria being "IS" a certain value, we are restricted in some instances of using an automation rule without repeat functionality or limiting our completion actions that go with it.

For example, for CASL, we want to track dates associated to explcitly opting in. If a field IS a specific value, we want to have a completion action associated to it to mark a date field for TODAY. We'd like to make this repeatable with no set limits in that someone could at some point no longer meet the criteria and then meet it again in the future. At that point, we'd want the same actions to fire. When the parameter is, "IS," this runs daily therefore changing that date value for every day the rule runs and the prospect STILL meets the criteria.

Ultimately, we are looking for a way to further customize the conditionality in which the repeat takes place, otherwise, it actually limits the types of rules we would like to take advantage of the functionality for. SFDC has the evaluation criteria of created, created and every time it's edited, or created and everytime it's edited to meet the criteria. So whether it's additional settings for the Repeat functionality, or if it's added parameters to customize the rule criteria, either would be ideal.
