Deploying Permission Sets with Objects and Fields

Currently when you want to deploy a Permission Set via a Change Set you must include all of the components that are within the Permission set in order to yield the accurate results in the target deployment instance. For example, if I had a permission set that granted Read/Write/Edit to a custom object I must include that custom object and any other fields that I'm granting read/edit permissions to within the change set - even if that object and fields already exist in the target instance. This makes no sense from an end user perspective. If the object and fields are already in the target destination then the permission set should understand that, if they are not then the deploy should just fail.
