Allow View Activity History Without the Related List Being on the Page Layout

Currently, if the standard Activity History related list is not present on a Page Layout, a user cannot view the default View All Activity History page; Salesforce just returns "Insufficient Privileges", even for System Administrators. This effectively means that Page Layouts are overriding Profile and Permission Set access and should be changed.
Sample business case
For a long-lived record, it may be desirable to only show the record's current users activities that user personally recorded, but be afforded the ability to see the full history on-demand. Filtering the activity history requires the use of Visualforce, which means the standard related list will not be present. Currently, the only options are to also over the Activity History View All page with Visualforce or use an unsupported URL on the record's page.
Do not require the Activity History related list to be present on a Page Layout.
