Allow Scheduled Reports to be sent to a more fine-grained set of Users

Right now, if a report is at all restricted, you can only send it to the groups/roles/users who it is specifically shared with. This is strangely clumsy and restrictive (and only slighly less so with the new fine-grained reports sharing). My request has several parts:

1) Allow reports to be sent to people who by default have access to that report (admins, etc.).
2) Allow reports to be sent to the individual users who are part of a Public Group/Role that has access to that report, rather than just the whole Group/Role at once.
3) Or, just allow these reports to be sent to anyone. If a person has rights to schedule a report, presumably they know who should and shouldn't be getting the report. And it's not like the report that emailed gives the sendee the rights to edit the report, they're just looking at it. I can't envision how this would be problematic to allow.
