'Case transferred to you' emails should obey setting in Support Settings

Development (Apex, LWC & VF)

Assignment to a Queue from an Apex trigger sends the 'Case transferred to you' email regardless of the setting in the support settings page.

If the 'Notify Case Owners when Case Ownership Changes' setting is unchecked, this email should not get sent in any circumstances.
