Lookup filter and search string should together constitute the search result

Today when lookup filter is used, the search goes against the whole database first and then filter is applied to first 200 search results (if the results exceed 200 rows).  For example, I have Contact lookup on a custom object with look up filter to show contacts from a related Account.  When I search for "Ryan*", it returns more than 200 rows and my actual contact is somewhere beyond the limit.  Now, the lookup filter is applied to limit contacts based on Account Id which clears all the 200 search results.  Hence the actual search returns no result while there is a actually a contact available and associated with the Account.  It works only when the search string is more and more restrictive.  The expected behavior should be the search string and filter to be applied together to constitute the search result.
