Issue with Packaging and External ID and Unique Field limit

Accounts & Contacts

Currently, Any standard object can have a max of  External ID and/or Unique fields. Keeping this in mind, lets say Comapny A creates a package A (Account has 3 fields declared as Unique and/or External ID) & Comapny B also creates a package B (Account has 3 fields declared as Unique and/or External ID). Now, As a consuming Organization, I've already installed Package A and when I try to install package B I'll get the following error:

"External ID and Unique field limit exceeded The maximum number of external id and unique field for this object has been reached. Please remove the external id or unique field on one of the fields before attempting to add a new one."

Though from the point of view of creating individual packages, both Comapny A and Company B are right, but the we can not install both the packages in the same consuming Org.
Is it a bettr thing to restrict this fields per package?
