apex:outputtext should support formatting of date/time in local time zone

Development (Apex, LWC & VF)

Currently you have to use apex:outputfield to get a date/time to display in the local time zone.  This means that variables in the apex class must be pushed to a database field (even if just in memory) to be displayed correctly.  This also means that the sobject must be a public so the visualforce page can read the field.

Please update the output text to support an option to format date/time in the local time zone.

This would allow for private sobjects when needing to display a date/time.  This would also eliminate the extra steps of the work around.
