Idea is generally available.

It would be useful to have metrics on the API requests per org user.  This would provide a more granular view of the API usage to track what users are using a higher volume of requests.  Along with this it would be useful to be able to set quotas per user.  If one user seems to be dominating the 24 hour allowance an admin could set a per day cap on them or temporarily disable their login ability until a threshold is met.  This could be done either through configuration or programatically using Apex code.

    With the Winter '15 Release you can use the SOAP API and REST API resources to retrieve event log files that contain information useful for assessing organizational usage trend and user behavior.
