Make Metadata API available to REST services

Currently, the Metadata API is bound to SOAP services and most easily accessed via a WSDL. There are more and more platforms that are dropping support for or deprecating SOAP and XML based services. Although it is possible to access SOAP-based services through a typical REST service by building the envelopes manually, it is not a best practice, nor does it allow applications to grow with Salesforce as they can become outdated very quickly.
I'm proposing that Salesforce should consider allow JSON formatting for manipulating metadata and provide access to the Metadata API via a REST interface. This would greatly reduce development time of partner or ISV applications and allow Salesforce the opportunity to keep up to date with newer and lightweight technologies.
