Support inline (data: uri scheme) images for pdf output in VisualForce pages

Development (Apex, LWC & VF)

Modern web browsers support the data: uri scheme to display images that have been "inlined" in the HTML or CSS. For example a the url "data:image/png;base64,ivBOR...." contains an inline png image that is base64 encoded. VisualForce supports these type of URLS when rendered as HTML since all rendering occurs in the browser, however the images do not render when generating PDF (renderAs="pdf") and show up as broken image links instead. There are are a number of interesting use cases for dynamic image generation in PDF documents that can be accomplished if the PDF renderer would display the inline images. Please update the PDF renderer to support this capability. Alternatively, adding support for storing image data in a Blob and rendering with the image tag would also be an acceptable solution.
