Able to give "Edit while locked" permission

Our expense claims process is single-step (staff line managers approve expenses), but once approved they go into an edit-in-line view that is visible by our finance team called 'To be paid'. They then export the expense details as a CSV and import it into Sage. Once they've done this, I'd like them to be able to select all the expense claims and mass edit the status field, which I can do as an admin. Unfortunately, even with modify all data on their profile, they can't edit this in the list view. It would be helpful to be able to give the edit-while-locked permission to specific roles/users/groups during the approval process configuration, so that this functionality can be achieved.

    Thanks for your idea and comment! Even if you can't edit the locked record from the list view, have you looked at giving the Modify All permission on the expense report object to provide more selective control over particular objects to specific groups of users? (http://ideas.salesforce.com/article/show/10093858/Distributed_Data_Administration_Modify_All_Data_on_an_Object_Level)
