Reference local namespace Static Resource from Managed App

Provide the ability to reference Static Resources that are in an organizations namespace -- specifically organizations without a package namespace defined -- from within a managed package application. This is currently not possible. The current behaviour when referencing static resources is:

$Resource.MyResource = use the current running namespace
$Resource.myapp_MyResource = use the resource in the applications managed package namespace

If a VisualForce page in a managed package apex:includes a page that is in the local namespace, and if the included page is referencing static resources in the local namespace then an internal server error occurs since it can't find the static resource. Why? Because it's looking in the current running namespace which is the managed applications'.

One of two options:

either

1. Provide a namespace that references the local namespace such as $Resource.local__MyResource

or

2. $Resource.MyResource = uses local namespace by default because if you want to use another namespace you can explicitly use it anyway $Resource.myapp__MyResource.
