PMM: Make 'Track Attendance' Component on Service Session Dynamic

As an Admin, I'd like the 'Track Attendance' component on Service Sessions to be dynamic based on the Service a user selects. This has been implemented for Bulk Service Delivery and it would be nice to see consistency between the two.
