Use ContentVersion instead of the Attachment object. As noted by Matthew Souther below, you can add custom fields to the ContentVersion object. It would be great to expose these fields on the file upload dialog so that they can be filled out at the time of uploading the file.

There was a comment from someone on the Salesforce Files product team not long ago on the Success Community -- I think they're targeting Summer '17 to introduce this feature for Files.
To be clear, you can already add custom fields to Files (via the ContentVersion standard object). You just can't add them to layouts.

Hello, my company released an app on the AppExchange (Enhanced Attachment) that would allow assigning document types to attachments. This would allow the ability to report on attachments and filter by types. Additional features include versioning of attachment files so you do not have to create a new attachment record every time someone neesd to upload a new version of an existing attached file. Update the same attachment record with a new file and the old file is kept for historical purposes.
