I've recently changed companies and have only just found out that this feature isn't available for Professional edition. Shocking really, not to mention the fact that this idea was originally posted 6 years ago!
This feature severely reduces SF Admin resolution times for user issues and is a must have.

Shocked. Had no idea that the Professional edition would NOT allow me as an admin to log in as other users. I'm really disapointed that the Sr Account Exec that sold us our org + licenses didn't tell me. This sould be made clear when people are asking what are some differences between Professional vs Enterprise ....

How else are admins supposed to troubleshoot and verify changes they've made for other users if we can't see what others are experiencing. I've worked in the Enterprise edition and now the Professional edition and was shocked to find out it is not available. People have been asking for this for years, is this mic on...can anyone at Salesforce hear us?

Being able to login as other users is absolutely necessary for a system admin. I work with two different orgs, one is professional and the other is Enterprise. I log in as other users to troubleshoot and to see how changes that I make affect their salesforce experience.

This would be a fantastic idea for my organization. We have modest needs when it comes to Salesforce but it would be great if I did not have to hound my users for things stored in their personal folders. A lot of them do not even know how to access their personal folders or that there is such a thing. This is a pretty basic feature that should be available regardless of edition.
