Partial delivery better than no delivery.

My company has a Salesforce org that existed long before global picklist values and the ability the promote existing picklist values existed. If I understand correctly, while it is possibly to promote 1 existing picklist values to a global set, it is not possible to apply the new global set to other existing fields, that I would need to create new fields.
If this is correct, these new updates are only helpful to those organizations that are new to Salesforce and just creates even more work for those who have used Salesforce for years, to the point that it seems like it will make more sense for my company to continually edit multiple picklists. This is a huge dissapointment. I hope eventually I will be able to convert multiple existing pick list fields to 1 global picklist value set. Otherwise, what's the point?

I arrive fresh to this idea....
The requirement is very simple.
1. I am NOT looking to promote a local picklist into a NEW global value set (for use globally).
2. I AM looking to REPLACE a (pre-existing) local picklist with a (pre-existing) global value set (for use locally).
and I see no partial delivery.
