I don't know what to answer my client. Is it not possible natively in Salesforce? Looks like No is the answer.

Please include image processing!  At the least, some rudimentary resizing; we would like to be able to size images of users on directories to fit PDF rendered outputs.

+1, and interestingly there exists crop/resize functionality already because it is needed by chatter profile avatar editor. It lives at 'https://na6.salesforce.com/userprofile/photo/crop.apexp' and takes takes crop and size values as POST arguments; I looked into seeing if it can be used outside of chatter but looks like no luck.

It is part of my current requirement, and there is no possible way for me to do this without using an external third party service.

Taking and adding pictures directly from a mobile device is now a lot easier to do but, with improved mobile cameras, the raw file sizes of these images will start to add up quickly.  Taking a picture of a single, small receipt, for example, fills an 8x10 piece of paper when printed and is over 1MB in size.  Being able to manipulate file size upon upload will be a big help.

This is odd that we can't do this yet. It's really a shame.
