Yes, this is needed. We have minimized the clicks to print a PDF by using Chrome and setting always open PDF on download. 1-click thumbnail, 2-clicks Download on the preview and then the file opens in Adobe, 3-clicks the printer icon in Adobe, and 4-clicks print button. Even if it would bypass the preview and just download and open in Adobe you would only save one click.

It was always an option previously to print attachments such as invoices directly from Salesforce without having to download it. This seems to have changed recently. It's an extra step to download the attachment before printing it, as well as creating clutter in my downloads folder on my local computer. May not sound like much but when you multiply it by hundreds of attachments it adds up.

I agree that the print function when viewing Content is seemingly a little odd. While it might be too much to ask to have it print like the download would, I would at least expect that I could get somewhat of a decent print of the doc embedded in the browser window. A quick test resulted in the following:
- IE 11 ...print out is oddly blurry
- Firefox ...just got a blank white space
- Chrome ... one of the pages of the doc (a two page doc) was black
